Why is my gaming frames per second crippled?

I can rarely get Battlefield 3 to push past 60 FPS- it typically sits at 48. Settings are all high except shadows on LOW.
CPU: Intel i5-2500k
MOBO: ASUSTek P8P67 EVO
MEMORY: 8GB DDR3 at DRAM Frequency 824.3 MHz (1600)
GPU: Radeon HD 6870

That's normal for your GPU.

Sounds about right. That is what your GPU is capable of.
