Best Cpu for the money

Hello,What would be a good Cpu for the money right now?I currently have a intel q8400,gtx 560,4gb ram. I was wonder what would be a good gaming cpu right now? I only have access to intel processors here and only the common ones. I'm willing to spend about 12k of local currency to spend.Most probly it would be 200-400$,with a new motherboard/and 8gb ram and Hard drive included all in all,
