New Gaming System Build

Hi Guys. I wonna build my own gaming computer ,,,but.. i don't know what parts are best for me.
So i have to spend 600-650$
And i wish to play these games at ultra settings with these framerates

Battlefield 3 : 50-60FPS
Crysis 2 :50-60 FPS
Prototype 2 : 50FPS
GTA 4 : 40-50FPS
Batman Arkham City : 60 FPS
TES Skyrim : 60-70FPS
DIRT 3 :50-60FPS

I am not planing in OVERCLOCKING ,,,i hate that.
I have a new monitor 21" ,mouse , keyboard and headphones from my old pc so i don't need to buy these parts.
I will surf the internet and will upload gaming videos in youtube.
NOTE : I don't want to upgrade this pc for 2-3 years so i think the video card must be good
And something : I wish to have a pci-e 3.0

So please help me in this build

i went a little over your budget but everything here should be fine
also only reason i got u 4gb of ram is cause thats about all 32-bit supports
you can also take out the optical drive if you dont need that

I would suggest 8GB's but your stuck with 32 bit windows. BF3 will not like the fact u only got 4. Just a FYI.

Then you need a new OS, unless you're okay with <4gb of RAM.

Based on the games you play, I think a Nvidia card would benefit you more btw.
