BottleNecking

As the title says, I am experiencing slight stuttering that I have read about on this forum could be a bottle necking issue. This is my setup

Processor: AMD ATHLON II x4 645, 3.10GHz
8gigs Of Installed RAM.
Windows 7 Home Premiumx64
Graphics Card: Sapphire 6870

First time im ever had a problem with my computer and the Stuttering in games is unbearable. Please help, and thank you.

I would recommend you to check the CPU load while you play your games and also your FPS.

I checked my cpu usage during games such as Skyrim and Fallout: New Vegas, it stays around 20% to 35% not much. You think it Could be the 6870?

Check your FPS in your games and look what happens with your FPS when the stuttering happens.

Ok I checked with the games I listed Fallout and Skyrim and the FPS is staying around 40-65. So I dont know why this is happening. At all. Maybe its just my eyes or something but as I was playing Fallout I noticed the NPCs while im running and they are running they seem to stutter run. Its like its running fine but they seem to be twitching in doing so.
