Sapphire 7870 oc edition not performing correctly

Hey guys I made my first computer a month ago with the specs of :12gb of ram, sapphire 7870 2gb oc edition, i7 3770, 750 watt psu, i had no problems with this build till about 2 weeks ago then my fps in games started just slightly declining and now i can't even play starcraft 2 cutscenes over 15 fps on ultra and arma 2 over 30 fps on ultra so I'm wandering if i got a defective card or is there something that needs to be tweaked

It is hard to tell but it can be a bad card. Start by checking temps on your GPU and CPU since it might be thermal throttling!

It idols around 30c but only goes up to around 36-45c

The gpu, the cpu has a cooler master evo 212 on it so it tends to be fine temperature wise

That is a very low temp for a GPU and points to it not clocking up. The reason could be CPU temp to high so check that temp!

I've also ran furmark just now it hypes from 32 to 60c within the minute, i ran the test at 1920x1080 got around 15 fps

If you do not have a software to do it you could always reboot and check in BIOS.

Little high for your cooler but should be fine.

so how could i knock down that temp i applied thermal paste to the cooler not the cpu that's what the directions said is that wrong possibly

It should not matter but normally people put it on the CPU and then mount the Cooler. I am presuming the cooler is tight and cant wiggle?

So, i just checked it, it wiggles ever so slightly i would say it could probably be on there just a tad tighter and it is at a slight tilt if not at all you have to really look at it to see the tilt

It should not wiggle and have a tilt, I suggest a reseat!

I use rubbing alcohol and a lint free cloth/wipe.

Ok i got the cooler installed to perfection now, temperatures are the same but under pressure it should perform better now that it has a better seating do you have any other suggestions or should i just had it over to warranty :0

If the card is still acting up and the CPU is working fine RMA the card.

So how? On or Off? It should only cap your max frame rate to the refresh rate of you monitor.
Did you just put it on 2 weeks ago and notice performance difference?
