PSU DOA?

Hey guys,

So I got my XFX PRO 550W PSU today, and when I plug it into an outlet and flip the switch, the fan doesn't spin. On top of that, after I connect my optical drive to the PSU, there doesn't seem to be any power going to the optical drive.

Keep in mind, I haven't installed the PSU yet, so it isn't connected to a motherboard. My question is, obviously, is my power supply DOA?

Okay, the paper clip gets it running, but as soon as I take it out, it shuts off. I really wasn't expecting this from an XFX PSU (which is rebranded SeaSonic, the end-all be-all of PSUs).
