yes smithfield cpu's are old and power hungry. Most post 2008 games recommend using a Core2 cpu from Intel or an equivalent phenom/athlon. The cpu will be a bottleneck for mid- upper range cards but I think it will be able to push a low range entry level card like a 6670.

A 610 is VERY weak, like the CPU. It's not worth trying. Trust me, you wont ever be able to play anything new on that. What games would he even plan on playing? Also there is no such thing as a DDR2 2.0. DDR3 and DDR2 use 2 different slots, only buy what's compatible with your motherboard. And as far as PCIe goes, the newer the PCIe version, the double the bandwidth. PCIe 1.0 has 256MB, 2.0 has 512MB, and 3.0 has 1024MB. And they work at the lowest version. Like if you have a PCIe 1.0 motherboard and a 2.0 graphics card it will run at 1.0 speeds, and if you had a 1.0 graphics card and a 3.0 motherboard (why would anybody do that?) it would run at 1.0 speeds, but if you had a 2.0 motherboard and a 2.0 graphics card it would run at 2.0 speeds.
