Hey there.
I have a Core2Duo E8400 running @3.4GHz
ATI HD Radeon 4670 (a bit OC'ed in CCC)
4 gigs of RAM
32-bit Win7
1280*1024 display

So, on low settings(textures at medium, Mesh quality medium, af 4x) it is between 20 -35 fps depending on the map. And when i'm close to the border and not watching at the center of the map it increases to 40-60 fps. Is it possible to gain more?

Hello my friend,we all know that BF3 is one of the most demanding dx11 titles out
there,and depending on your rig,I'd say that your lucky to have such FPS!

Can i just disable Dx11, leaving Dx10?

well,if you do that you will gain more FPS,and you will loss the great graphics!
 
A video card upgrade would help you a lot. On a tight budget, a HD7750 would be a solid upgrade from your HD4670 and will run even on low-wattage PSUs. If you'd like to upgrade further, we'll need more information, including your budget and the brand and model (not just wattage) of your PSU.
