GTX 550 on sale for $100 - SHould I buy?

My brother has been looking for a new video card for a while. But as he has a baby on the way, he's incredibly retrained cash-wise. NewEgg just put the GTX 550 on sale for $99 as a refurb. Should I direct him there?

It's just $10 more, new, performs the same and consume less power (no additional cables needed from the PSU). Why get the 550 Ti?
