Wanting any last advice before I buy this setup. I went with AMD because I'm on a tight budget and this is what I can afford. I will be playing on a 24' Monitor at 1920x1080p resolution on Ultra, plan to overclock to 4.0-4.2 for a system that will run 24/7. This system is for gaming / web surfing only. Also I'm wondering if my 965 BE will bottleneck my 7950?

CPU: AMD Phenom II X4 965 BE $90 @Micro Center

Mobo: Asus Sabertooth 990FX AM3+ $135 @Micro Center

RAM: Corsair Vengeance 8GB 1600Mhz $40 @Newegg

Case: NZXT Tempest 410 $70 @Amazon

HDD: Samsung Spinpoint F3 1TB $85 @Newegg

SSD: Samsung 830 128GB $110 @Newegg

OS: Windows 7 Home Premium SP1 64-bit $92 @Newegg

Total: $622

I have:
PSU: Corsair TX750 V2
CPU: Radeon 7950

Solution
Looks very good. Same price as the Phenom build, and a million miles better. That is a very good price, for the Extreme 4. Is that a combo, or walk-in deal. I've just been telling someone $100 is a good deal!
One thing, the CoolerMaster Hyper 212Evo is better, than the +.

In order to overclock, you would need to add an aftermarket cooler. Would suggest CoolerMaster Hyper 212Evo, bringing cost to around $650. I also note you haven't included an optical drive. Having said that, you say you are using amd, as your budget won't allow Intel. In fact, even if you do overclock that Phenom, it won't reach the performance of an Ivybridge i3, which would actually be cheaper, as it only requires a lower cost mobo, and no cooler, like this:-
PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i3-3220 3.3GHz Dual-Core Processor ($119.99 @ NCIX US)
Motherboard: ASRock H77M Micro ATX LGA1155 Motherboard ($69.99 @ Newegg)
Memory: Crucial Ballistix sport 8GB (2 x 4GB) DDR3-1600 Memory ($39.99 @ Newegg)
Storage: Samsung Spinpoint F3 1TB 3.5" 7200RPM Internal Hard Drive ($69.99 @ Newegg)
Storage: Samsung 830 Series 128GB 2.5" Solid State Disk ($104.99 @ NCIX US)
Case: NZXT Tempest 410 ATX Mid Tower Case ($56.00 @ Newegg)
Operating System: Microsoft Windows 7 Home Premium SP1 (64-bit) ($93.20 @ Amazon)
Total: $554.15
(Prices include shipping, taxes, and discounts when available.)

The only thing that won't allow you (at $100 less) is to add a 2nd GPU, and get optimum crossfire support. If you wanted to do that, you could use a Z77 board, instead of the H77, which would also allow you, in the future to upgrade to i5-3570K, should you wish to go that route, for even better performance. That would not cost a lot more, as, currently, Newegg are offering 8GB of RAM with an ASRock Z77 Extreme 4, for $135. You could then drop the Crucial Ballistix, making the net additional $25, so still $70+ cheaper than the AMD build, and much better.

I made some changes so I can afford the better stuff. The Hard Drive and Case are $15 off the price on Newegg. Not going to get the SSD for now so I can get the i5 3570K and ASRock Z77 Extreme4. Would the ASRock be the best mobo for someone who plans to OC to 4.2 for a computer that runs 24/7, plans to use only 1 HDD and 1 SSD, SLI/Crossfire with 2 graphics cards at most, and has 3.0 support.

CPU: i5 3570K $190 @Micro Center

CPU Cooler: Cooler Master Hyper 212+ $20 @Newegg

Motherboard: ASRock Z77 Extreme4 $85 @Micro Center

RAM: Corsair Vengeance 8GB 1600Mhz Low Profile $40 @Newegg

HDD: Samsung Spinpoint F3 1TB $70 @Newegg

Case: NZXT Tempest 410 $56 @Amazon

OS: Windows 7 Home Premium SP1 64-bit $92 @Newegg

Total: $553

I have:
Corsair TX750 V2
Radeon 7950
Optical Drive
