I3 3220 w/ a Gigabyte 7970?

Will the i3 hinder my GPU in anyway? I have a $900 budget to build a gaming PC and I really want a 7970 which will run me around 380-400. I am wonder if this build would work, other wise I would have to get the 7950 :( :( . Ideally, I would try to get the GTX670 for about 350 but the AMD promo is the shizz
 
It will in fact hinder your GPU.

Aim for a 7870XT with an i5-3350p. The graphics card is only 10-15% slower than a stock 7950, but doesn't have the overclocking headroom.

Now, one major red flag pops up at me: How could you afford a 7950 in a $900 budget without skimping everywhere else? Don't do that - you'll get an unstable computer that doesn't work well. You're far far better off getting quality parts (and a quality graphics card, rather than the cheapest model of the card you want to brag about having.)

I wouldnt go for a i3, Games are becoming more and more heavily threaded. Either go for the fx 6300 and overclock it if your on a budget a overclocked 6300 will not bottleneck a 7950, I have a overclocked 6300 with my 7970 ghz no bottleneckes what so ever, Either go for the 6300 if your on a budget or you can spend a bit more jump on a i5 3330/3470 etc
