How to distribute bandwith in tenda adsl router for 2 users?

i have tenda ADSL router using the internet of Nepal Telecom, Nepal and distributed to two users. now i want to limit the speed of the other user to least and i want to achive maximum speed of the subscription but have no idea to manage it.

You can also just check with the service provider and see what they recommend.
