Whichever IB i5 is cheapest at the time ie 3450, 3470, 3550 etc.

The cheapest B75 or H77 board with the features you want.

2x4GB DDR3-1600, CL9, 1.5V. Preferably low profile, but doesn't matter.

A 550W+ PSU from Antec, be-Quiet, Corsair, Enermax, OCZ Z-series, PCP&C, Seasonic, or XFX.

A 500GB+ 7200RPM HDD.

A 7870, 7950, or GTX 670 from either Gigabyte, Sapphire, MSI (not Power Edition 670), or Asus. Best you can get with budget.

Your choice of case.

A 1080p screen, maybe IPS. Response times of less than 7ms is good. 21"-24" is the sweet spot.

Yes; I realise that's a little vague. In some places some brands are unavailable or overpriced compared to others though.
