Hello,
how do i log on to the domain controller with the account lock out and administrator password not working

You can't, need to find out what a valid user account would be. Check with the system administrator. Unless you are it, then it's a bit odd that you are having issues like this.

There are programs that can clear the local admin password but it's pretty risky running those on a production server, especially a DC. Plus I have no idea if the even work on a server OS.

If it clears Local Admin, it wont help as it will be the Domain Admin he needs to change the password on.
