Processor not running at its maximum capacity

Hello,

I have this problem. my processor (c2d e7600 3.06ghz) frequency is not working at 100% I've disabled EIST and C1E just to see if that was the cause but nothing changed, when I look in windows (everest and cpu-z) it say @3.06 ghz 2.3 ghz, and I know is not a mobo problem because while ago was @3.06 3.05 ghz

I'm running on windows xp service pack 3, the weird thing is when I look in bios everything seems to be ok
freq: 3066 mhz
fsb: 1066
ddram: 887

but when windows start.. fsb drops from 266 mhz x 11.5 (3059) to 200 mhz x 11.5 (2300)

as I said, it was working fine before.. but now I'm having this problem. hope you can give me a hand. thanks :)

I tried that by disabling EIST and C1E with no luck..

it's like the system is recognizing the maximum speed at 2.3 ghz instead of 3.06 ghz

under a stress test with the intel utility the max freq was 2.3 ghz, I'm getting a real headache with this problem.
