Windows blue screen

Hello, i currently have windows vista installed and am getting a blue screen that i can't get past to run chkdsk or do anything else.

boot disk failure that could be cause by controller failure, drive failure or virus. heres a guide to help you work thru it.

ok, the problem with almost all of those steps is 1. i only have the one computer, and 2 it can't run ANY command promps because i can't get past the blue screen to do so. I've tried running windows repair but after about 20 seconds the screen goes black and the hdd light stops blinking. i've been trying to find a work around for a couple months now but im still at a stand still with it.... any ideas on how to run command prompt from boot up?
