HELP NEEDED: Gigabyte Geforce GTX 670 Windforce x3 FPS Issues

Hello, I have just built my rig (it's been less than a week) and I seem to have run into problems. I have a couple of questions to ask.

Question 1: My GPU seems to have small FPS in benchmarking (such as heaven), although I have seen people getting upwards of 70 FPS on heaven on max at 1980x1080, yet at clock speeds I am only achieving 40 FPS average at the same settings. Is this normal at clock speeds? Has anyone got similar specs and the same card and getting similar results? Or is there a problem with the card or drivers?

My PC rigs specs are as follows:

GPU: Gigabyte GeForce GTX 670 WindForce x3 (yes I have updated drivers to beta)

MotherBoard: ASRock Z77 Extreme4 (updated drivers)

Case: Zalman Z11 Plus

CPU: Intel i5 3570k @ 4.3ghz

CPU Cooler: Cooler Master Hyper 212 Evo

Optical Drive: Sony AD-7280S

RAM: Corsair 8gb DDR3 @ 1600mhz

HDD: Western Digital Caviar Black 1TB

SSD: Samsung 830 series 128gb

PSU: Corsair CMPSU-750TXV2UK Enthusiast (750 W)

OS: Windows 7 64bit

Resolution: 1980x1080

Question 2: When I am playing a game (such as skyrim on full-screen) I cannot seem to get above exactly 50.2 FPS (I am running MSI Afterburner) Why is this? I don't think I have set a limit anywhere.

Question 3: I am getting about 40-45 degrees on my card during heaven (100% load) is this a suitable temperature? Should I look to overclock to achieve higher FPS?
