Laptop only artifacts when PSU is plugged in

So, just today my laptop started artifacting like crazy whenever i tried to run a game. The game would launch, immediately artifact, and then the display driver would crash pretty soon and repeatedly. I installed updated drivers for the graphics card and no luck. Just on a whim i unplugged the psu and ran it on battery and everything worked fine, no artifacts, no crash (although of course slowed down since nividia seems to downclock the gpu when its on battery). Does this mean my PSU is bad? Or does it mean my GPU is bad and cant run at the higher clock settings? How do i tell? Temps are all normal..
