Hi, I'm trying to build a new budget computer running Linux (Mint). (It's not going to be a gaming rig)
This will be my first build, so any help would be greatly appreciated.

APPROXIMATE PURCHASE DATE: (within a month) BUDGET RANGE: 12,000 to 18,000 THB (400 to 600 USD)

SYSTEM USAGE: (Watching Movies, online TV, Downloading, Surfing the Internet, Ripping DVDs)

PARTS NOT REQUIRED: (Keyboard, Mouse, Monitor, Speakers, OS (will be using Linux Mint))

PREFERRED WEBSITE(S) FOR PARTS: (all from one site jib.co.th or other) COUNTRY: (Thailand)

PARTS PREFERENCES: (Hard Drive 500GB+)

MONITOR RESOLUTION: (LG IPS235 23" Monitor 1920x1080 Max)

ADDITIONAL COMMENTS: (I would like it as stable/reliable as possible)

Preliminary idea of rig:

CPU: AMD X3 445 - 2370 Bath (78$)
Motherboard: Asus M5A88-M, AMD 880G - 2640 B (86$)
RAM: 4 GB DDR3/ 1333 - 800 B (26$)
Hard Disk: WD 2TB SATA - 3990 B (130$)
DVD: LG 24X GH-24NS Sata - 640 B (21$)
Power: Cooler Master RS-500 PCAR - 1590 B (52$)

The case will be about 1200 bath (40$).
Total cost for this rig: 13,200 THB (430 USD)

I would need suggestions on the parts.
Is it more cost effective to get an Intel processor (i3-2100 or even an i5) compared to AMD (Athlon X2 260 or X3 445)?
Would I need a graphics card or is the on-board graphics enough? In case I need a graphics card do you have any suggestions on cards that support Linux?

as long you are not trying to play video games the on-board video card is fine

What would an AMD A10 build cost in your country? It'd better all round.
