Additional Comments:

And Most Importantly, Why Are You Upgrading: My computer seems to just be really slow I've had it for awhile and I think it's time for an upgrade.

I have 4gb of ram I'd like to double that if possible or atleast go 6gb I constantly have memory issues.

I currently have the HD 6850 that I plan on keeping http://www.newegg.com/Product/Product.aspx?Item=N82E16814102908
and I have and Antec 500watt power supply http://www.newegg.com/Product/Product.aspx?Item=N82E16817371035

Hopefully I can keep both as I think the 6850 is still good. Tera is more cpu heavy than gpu and I don't plan on playing any fps games.

I've also never built a pc so if there is a prebuilt I could just stick my video card into that's in my budget that would be great. Thank you guys for your help

You could build a computer, but you already have a good power supply and GPU, so you may as well buy a cheap pre-built and save the hassle.

If you want to learn something new, you can build though. Its really fun and every time you turn on the computer, you get that feeling of accomplishment.
