What could be causing this?

This problem just started already ran memtest86 no problems found thinking it's the video card. Took a picture it goes away after a couple of minutes and only happens on certain sites.

Can you reproduce it at will at sites or is it random? Only happen on web sites? OK in games other areas at all other times?

Try a new monitor? Looks to me like a monitor or maybe cable issue.

Well pretty much I can at will and happens all the time after it wakes up from standby, well haven't played anything yet since it started don't got another monitor but can try my tv already bought a new dvi cable same thing so it's either the monitor or the video card it seems.

Looks like the monitor, you first stated that it happens on certain sites, which would be really odd. Since you added that it happens all the time, I'm pretty sure it's the monitor.
