I have came up with 2 options from the past couple days of trying to find out what was the best bang for your buck. ($400 budget)

Intel:

-Intel Pentium G850 2.9GHz Dual-Core Processor
-ASRock H61M-DGS Micro ATX LGA1155 Motherboard
-Corsair 4GB (2 x 2GB) DDR3-1333 Memory
-Samsung Spinpoint F4 320GB 3.5" 7200RPM Internal Hard Drive
-Gigabyte Radeon HD 7770 1GB Video Card
-Antec Three Hundred ATX Mid Tower Case
-Corsair Builder 430W 80 PLUS Certified ATX12V Power Supply
-LG GH24NS90 DVD/CD Writer

AMD:

The only difference is the:

-ASRock 760GM-GS3 Micro ATX AM3 Motherboard
-AMD Phenom II X4 965 Black 3.4GHz Quad-Core Processor
-PowerColor Radeon HD 7750 1GB Video Card ($20 cheaper to fit in the budget.)

Take in my my uses for the pc
-Call of Duty at medium to high settings at atleast 60fps
-Minecraft (lol i could run this on anything)
-maybe Battlefield 3
-Skyrim
