My PC turns on, but nothing on screen

Hi, I already read the following page:

and it didn't help me.

The problem is as follows:

I recently build my own pc, all the components are new,

Motherboard: Asrock N68-VS3 FX
HDD: WD 500 GB Sata III 16 MB
memory: kingston 4 GB 1333 Mhz
CPU: AMD Athlon II X2 250
PSU: Cooler Master Extreme power plus 600 W

The pc does turn on, but the monitor is still in stand by, I hear no beep code, I reseated everything, change the location of the memory, etc.
The monitor works fine, i just tested it in another pc.
Cleared the CMOS.

I don' know what to do.

are your rams and CPU fitted properly ? ...is there any other PC or friend's PC with whom you can swap your components ? ...this way you can get a idea what is not working . and make sure you wired everything correctly
