Need Help Finding Any Bottlenecks. GPU Question Too?

I had built my current system a few years back. Since then I have done some upgrade. The reason why I am posting this, is to find out if there is a bottleneck, if any, in my system. My concern comes up because People with similar systems tell me they are getting a performance that is a noticeable difference than mine. If you Need any info besides what I provide please just let me know.

I have been told I should be getting better performance with this system and people don't know why I am not. I also know that the 16gb of Ram and the CPU are better for editing and they may be a problem causer.

Also I was wondering what my cards are equivalent to with today's generation of cards. I was told a GTX 670 but If that were the case, wouldn't my performance be a lot better.

Games like Black Ops 2 I can run on Medium settings above 60 consistent. L4D2 can run on highest everything above 60 consistent. A lot of the newer games though with Direct x11 seem to destroy my cards though. I have to play on lowest settings to get between 30-60 if I am lucky. Crysis 2 on low settigns Direct x11 enabled ran around 40-50, I disable x11 and enable x9, it ran on highest at around 60.

I am not sure if Having a low RAM rate can be the cause or if My CPU is the cause, or something I cannot even think of. The graphics cards run at whatever the lower speed is of the two.

I apologize with the wall of text. I have built a few systems, but I cannot understand why my games don't run as well as other systems compared to mine. I know it is not top of the line system, but it is def mid-range I would say. My main reason for system performance is because I recently got Arma 3 Alpha and I have to play on the lowest possible settings with some things disable to get 15-30 fps online.

Also is it not wise to mess with the Nvidia control panel 3d settings for games? Should you leave it as default?
