New build turns on for brief second

Just recently put together a new computer and when turning it on LED\'s are a go, power supply fan runs, and the heatsink fan runs. It all does this for a brief second before turning off. The power source is completely plugged in. Trying to troubleshoot. Someone on yahoo said it could be a grounding issue.
