Fan turns on then stops

Hey guys I just started my first computer build and i ordered some stuff and put it together in my hp case (lol cheapp) and i tried to turn it on and all it does is the fans spin for about 1 second then stop and the green light on the motherboard lights up green the whole time. I have a new 650w powersupply a hp motherboard and such, what can i do to fix this, i made sure all the plugs are in right and snug and still nothing happens, i took it out and laid it on cardboard usning only the powersupply, the gtx, and ram and cpu and still the same... HELPPP!!!!

And I also removed all the ram and put 1 1gb stick into the dimm 1 slot and still the same

Simplest thing first : Getting a POST? RAM and Mobo are compatible? Have you made sure of that?

the ram is pc2100 should that make a difference it says it takes pc3200

With older computers that I have, I usually take care to get the type of DDR it requires. Compatibility can sometimes come in play more than not.
It may be that your motherboard does not support PC2100 DDR2 and only PC3200 DDR2.

EDIT: Before you do go off to see if the RAM is TRULY the issue, make sure to retest individual pieces and make triple sure that all wires have been set correctly and reseat the RAM.
