Slow Graphical load up times

Sorry to post two questions quickly next to eachother.

Currently I have:
I7-950 oc'd to 4ghz, 1600 DDR3Ram @ 1477mhz, Sabertooth x58 mobo, Geforce 690, 800 Watt Corsair Professional PSU.

I am very happy with my performance so far in just about every game, I just have little qualm with one thing.
Whenever I load into a game, say Crysis 3, I experience a few seconds of the inital buffer into my GFX card (I am only guessing at the terminalogy) where my frames are very low but begin to go steady, it then runs great for a period of time until I run into an action packed area, such as when a massive exposion goes off or tons of enemies apear on the screen, it dros frames to a very low rate and then balances out at a perfectly balance frame.

I know I'm being picky in this regard, I'm jut very curious if there is something that is not allowing data to be sent fast enough to my GFX card, such as my mobo being a bit out dated or my processor unable to catch up. This is also most notable in MMOs such as Tera or SWTOR, I know mmos themselve are a bit more CPU intensive so one in a bigger battle my frames drop and stay lower (not terribly, 30-40ish in swtor warones).
