Is my gpu broken/faulty

whenever i restart/shudown my pc when i put it back on the graphics on work at 20% normal, normaly a gpu stress test i get 47fps i have a asus HD eah6870 but on restart i get 17-21fps , this is untill i reinstall my drivers again then it works normal again , the drivers even say you allready have newist ect , i have to keep reinstalling to get proper proformance , i have tryed with just stock frivers from disak , and even the newist for my specific card

another problem is my card doesnt handle vga very well r, i say vga , when ever my hdtv switches resolution , 1200x800 and such , i normaly have it on 720p as its only a 720p tv , on 3dmark 6 i run there test and screen keeps swapping resolution and when it sets itself to vga to do test i only get 1-2fps , i got resident evil 3 for pc to play this game i have to select settings m,y card gave me a emulation option , i click it my tv sets itself to vga and 1-2 fps really choppy

should my graphics card be like this ?
