I am building a computer next week and part of my combo to save money has a 650 watt PSU.

http://www.newegg.com/Product/Product.aspx?Item=N82E168...

I will be OC'ing my i5-3570k to about 4.00 using a TT Frio Advanaced. The GPU is a 660. Mobo is Asrock extreme 4. Will the PSU be high enough ?

Hi - A 650w PSU is way more than enough for a sys with a gtx660.
You could get by with a quality 430w unit. So, you got tons of headroom.

For a system using a single GeForce GTX 660 (non-Ti) graphics card NVIDIA specifies a minimum of a 450 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 24 Amps or greater and that has at least one 6-pin PCI Express supplementary power connector. MSI GeForce GTX 660 HAWK 2 GB requires two 6-pin PCI Express supplementary power connectors.

For a system using two GeForce GTX 660 (non-Ti) graphics cards in 2-way SLI mode NVIDIA specifies a minimum of a 600 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 36 Amps or greater and that has at least two 6-pin PCI Express supplementary power connectors. MSI GeForce GTX 660 HAWK 2 GB requires two 6-pin PCI Express supplementary power connectors for each graphics card.

Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Total Combined Continuous Power/Current Available on the +12V Rail(s) rated at 45°C - 50°C ambient temperature, is the critical factor.

Overclocking of the CPU and/or GPU(s) will require an additional increase to the maximum combined +12 Volt continuous current ratings, recommended above, to meet the increase in power required for the overclock. The additional amount required will depend on the magnitude of the overclock being attempted. Your planned overclock of the i5-3570K to 4.0 GHz is already handled within NVIDIA's minimum power supply specification.

The Rosewill FORTRESS Series 650 Watt (FORTRESS-650) power supply unit, with its maximum combined +12 Volt continuous current rating of 54 Amps and with two (6+2)-pin PCI Express supplementary power connectors, is more than sufficient to power your system configuration with a single GeForce GTX 660 (non-Ti) graphics card. It is also more than electrically sufficient to power your system configuration with two GeForce GTX 660 (non-Ti) graphics cards in 2-way SLI mode but it is deficient by two PCI Express supplementary power connectors so you would have to resort to using a couple of dual 4-pin Molex Peripheral to 6-pin PCI-E adapter cables.

Rosewill has really stepped up as of late. Their capstone gold series have received positive reviews as well. There are combo deals on the 750w gold capstone as well. More than you probably need, but a little extra headroom for the same price, and still a well recommended PSU, is nice.
