Hello,
I have Intel(R) G33/G31 Express Chipset Family installed in my Inspiron 530S Vista and i would like to increase my gaming capabilities with an upgrade to my video card. I'm not to familiar with computer terms and i'm not sure what these things will cost, so i don't really have a budget at the moment because i don't know what to expect. The games i would like to play are games like Starcraft 2.

System detail:

Processor: Intel® Pentium® Dual CPU E2200 @2.20GHz (2 CPUs), ~2.2GHz
Memory: (RAM): 3060MB RAM
Graphics: Intel(R) G33/G31 Express Chipset Family
Gaming graphics: 286 MB Total available graphics memory

More about : video card

I believe that is a slim line PC. If so, you are going to have to go with a low profile card. I imagine your stock PSU is quite weak, so something like this would be the best you could use...

...and measure from the expansion cover the card will use to the nearest obstruction in your case to be sure the card you decide on will fit. Most cards on Newegg will have the length listed in 'details'.

literally, measure the distance from the backplate parallel to the PCI-Express slot to the first physical obstruction(usually the hard drive cage) with a ruler.

The card bigcyco1 suggested, for instance, is 8.3" long. So you need to be sure your have at least 8.3" of room from where it attaches to the back of the case to anything that may be in its way.

I believe he has a slim line case, with a weak PSU. He needs a low profile card. And one that doesn't require more than the 75W the slot provides.

That card is really weak i would at least suggest getting nothing less than the 7750 if you can fit that and afford it you'll be much happier than you would be with a R6570 that's a pooh butt little tinker bell of a gaming card you don't want that i wouldn't think bud.
