^^Here is the review between the stock clocked gtx 660 ti and MSI's OC power edition.
The OC version beats the regular by 3-5fps.
The coolers are the same(Both using Twin Frozr IV).

I live in india so the MSI non-OC is ~Rs.23000($410) but the MSI OC is ~Rs.24500($438)
As you can see, the OC version is $28 more expensive than non-OC in india.
Is the OC version really worth it???

Questions:
1.Coolers seem to be the same so shouldn't temps of the OC version be more as it will produce more heat because it is OC'ed?
2.Is the OC version really worth it???

Wow, two hours. Good job.

Worth it? I have no idea if that $28USD matters to you. For all I know that will take you another 6mo to get. Personally I would say F it and save the money. You can always OC the stock card. OTOH $28 is a small price to pay for knowing you can hit those clocks.
