CPU fan speed to high?

Hello guys , i have a question .
I have a almost new pc i noticed at the begging that my cpu fan is a litlle bit to luod.
My fan speed is min. 3500rpm and it goes to 4800 sometimes.
I checked my cpu temp. it seems to be ok idle is 32C and on full load 52C.
I have amd athlon II x3 450 pcu with a stock cooler.
Is this normal or i should worry ?
Can such high rpm damage my fan or something...?
 
Definitely too high RPMs! The probable cause is a poorly or improperly seated heatsink. Or the heatsink is not adequate for the application.

Because of poor heat transfer the heatsink fan is working extra hard to maintain lower temps.
