How long till my isp gives me my normal badwidth back?

Hello,
so basically I download a huge file IOS5 (iPod firmware) and after this I cant use the the internet like nothing loads I haven't went over my 40GB cap but the speed is ridiculous (0.12 mbs) when will it go back to my normal speed (3.42mbs)? I cant take it any more!! help
