Overclocking 6300 - Down clocking When Idle

Alright so I have now setup my FX 6300 with my MSI 970a-g46. I am trying to overclock to 4.2 so I have this setup:
CPU bus speed: 200 mhz
CPU multiplier: 21x
Turbo boost: off
Ram number (I forget what it is called, but it oc's your ram based on your cpu multiplier): 8 (Keeps my ram at 1600)
CPU voltage: 1.58v

Everything else is on auto

Now what I want to do is have it down clock from 4.2 when I am not gaming. The temps are fine, but I figure, why have that much power going through the CPU when I don't need it. (Should i set my voltage to auto?)

Anyway, I can't seem to get it to down clock when idle, so can someone help me figure out what to do to fix this?

Power saving features: cool n quiet, C1E, and C6 are your power saving states. The only one id disable is c6 (14x multiplier used for thermal control)

Idle is a good thing unless you want your cpu running full speed all the time (increasing your power bill)

other than that, 1.58V is pretty high, should be able to get it down to ~1.35-1.45

Why do you have it disabled? Does it help performance?

Nope, haven't had that problem yet and the settings you guys recommended are working! :D Now I just gotta figure out how to get PlanetSide 2 to stay above 30 FPS in large battles (CPU bottleneck). If anyone has any tips on that, let me know! :D
