You could build an amd rig if your on a budget you could easily get a bundle deal with the amds fx bulldozer cpus and a mobo to go with it for relitivly cheap.

Are there any other suggestions as to specific parts? I'm not experienced with building budget computers and I'm sure there are others that would like such a build.

It would simply be attached to the TV practically all the time.
