I am aiming to build a gaming PC for under $600 USD and i have a list of components in mind.

I know a little about computers, but i need feedback to know if all this is compatible, and if it can run ArmA II on Mid-High settings.

Honestly, that is a pretty lame build, and probably wont run Arma II at all. You're going to want something more like this:
