Why is the steam icon not showing on my taskbar?

i have problems with this happining with other programs as you can see in the picture, any help? any fix?

p.s. these programs are saved on external hard drive which i removed while working on the inside of the computer. i put it back in to but it still does this.

The Steam icon is there on the Screenshot you posted -- Bottom right side of screen in the icon tray next to your wireless connection icon and the PC issues flag icon !

You unpinned it from the taskbar. Find the program in your steam folder (steam.exe), right-click on it and pin it to the task bar.

If it's already running, running, right-click the program's button and then click Pin this program to taskbar.

that's what ive done and it hasn't fixed the problem. this "file" icon appears. however i just tried it again and it worked. maybe i thought i was doing it right but i guess not. thanks for the help everyone
