sleeping dogs soooo slow , why
is my card hd 6850 radeon vapor x 1 g ddr 5 cannot play game at high end? i reduce resolution many times and advanced options without changes ??????????

my pc
amd fx 8150 - 3600
cooler master hyper 212 evo
hd 6850 radeon vapor x 1 g ddr 5
gigabyte 970 ga ad3
corsair 8 g ram 1600
case nzxt beta evo

when i reduce anti aliasing from extreme to high the game became better and faster and all display options still at high end , is my card not strong for becoming games????/

I don't have that game, but MultiSampling AA goes as this: 2x, 4x, 8x. SO if you have something like Low, High, Extreme, Extreme should be 8x AA, which is way too much to handle for about any Single GPU on an graphically advanced game. 4x at 1080p is more than enough anyway.

when i reduce anti aliasing to high i can play with 22 frame per second , its not bad but when anti aliasing off i play with 34 frame per second but quality was not good 2 me

Ideally you want as much fps as your monitor can produce which in most cases is 60fps.

60 fps is A LOT mother than 20-25 so if i were you i would lower some detail and or upgrade the graphics card!
