Noise Control Silverado

First time writer (=nubile according tothe Forum's standards). I'm trying to find out how/where to purcahse the CPU cooler Noise Control Silverado. There was a great write-up about it, and I'm currently choosing componetnts to buy a new computer. I've checked ebay Yahoo and the like...nada.
