Nvidia gt555m not running at full power

I have a sager laptop
Processor: Intel(R) Core(TM) i7-2630QM CPU @ 2.00GHz, 2001 Mhz, 4 Core(s), 8 Logical Processor(s)
Clevo w150hrm build
with an Nvidia gt555m 2gb ddr3
I have techpowerup gpu-z and throttlestop monitoring my pc atm
I have tried default settings and overclocking but no matter what I change my clock speeds to, according to gpu-z after a few seconds of running at full power, the speeds drop to almost exactly 50% default power.
The GPU temp only hovers around 50 degrees C.

Can someone help me to allow the GPU to reach a higher temperature before throttling?
I lack some skills at doing this but I do know some about PC.
Just trying to run Starcraft 2 that has fine benchmarks for my GPU, but I can run it with quite a bit of lag on low settings.
Any advice or help is appreciated thank you

Have you run a ThrottleStop Log File while gaming? Sometimes it is a CPU that is being throttled that holds your GPU back from running at its rated speed. Post a screen shot of how you have ThrottleStop set up and Copy and Paste a Log File to www.pastebin.com and post a link here so I can have a look.
