How to create a desktop icon on windows 8

Hello,
How do I put a icon on the desk top from a web page

press windows key to switch between desktop mode and metro

-it is pretty easy to have the user do it (create and save a link)
The website most of the time will not have the rights to save a link to the desktop.
You could provide the link file and tell them to save it to desktop. Maybe write a script to save it but it will require the user to ok it.
