Dell unmountable boot volume

Hello,
I can not even get on the computer. I have tried F8 safemode and still get the blue error screen. How can I fix this without spending a lot?

If your PC is booting and saying "unmountable boot volume" chances are your hard drive has failed. Is this message presented in the blue screen or as soon as you boot your system. Has there been any changes to your system lately or hardware attached or installed? Also, what does the context of the blue screen say?
