Help Unlocking 3586i to Load Games, etc.

My 3586i is connected to my PC via a dku-5 usb cable. I have tried to load
games, apps, wallpapers, ringtones, etc. to the phone thru the Installer
program that comes with Nokia PC Suite v5.04. Every time I try to load
something, the software connects with the phone, loads the program but at
about halfway, it stalls and I get an error message. i contacted Nokia and
they told me to contact my supplier (Bell Canada) to see if they "supported"
this function. I think this means Bell programed the phone so that you
can't load programs but can only buy them from Bell. Does anyone know how
to unlock the phone's memory to allow games, apps, ringtones, etc. loaded to
the phone?
