Cat access router takes me to user agreement page

i need to access my routers settings. i have my default gateway 192.168.21.254 . i enter that into my web browser, and it takes me to a user agreement page. the whole purpose of this is to set my NAT type to open on my xbox 360. can anyone help?

Please provide more details such as the model router. Also, the default gateway would normally be x.x.x.1.
