Ok....whats the best here to buy and why

Wanting to buy a new video card. I currently have a ATI 6950/6970 . I'm looking at 2 4g cards..

Ok there is a small margin of difference on the specs but overall i need the pro's opinion. I do not overclock. I'm running a 6core 1100T BE CPU @ 8g ram@1333Mhx

They say the 680 is a waste of money so I reach out to the knowledge of the community for advice.

go with the EVGA card...they are a great company and have great customer support if anything goes wrong in the future you will need them.....dont really know much about galaxy as a company so I personally would not get that card....but def between the two I would get the EVGA card.....NOTE: in my opinion the 4gb on the 670 is a waste unless you are gaming on like 3 monitors at 1080p I would just get the regular 670 and save a little bit of cash.
