Should I Remove This Pad Sticker?

Hello,
I purchased some ati graphic card ,
there is red pad sticker on the backward of the card,
should i remove this sticker? What is this sticker using?

also my fps very low, just 90 average fps with AtiTools 3-D View.
Counter Strike 1.6 fps drops to 50 and less. WTF?
