WinTV PCI + Win2k

I can't capture video using my WinTV PCI card (the model with the radio part). I have a AMD K6-2 at 450 MHz, 320 MB RAM, Windows 2000. First i had the standard Win2k drivers. I got a ton of dropped frames. Then I found some WDM drivers. I installed them, and when recording the software said it captured at 25 fps, but no dropped frames. When I played the avi file it said i had about 18 fps. Then Hauppauge released the new wdm drivers. With them I got some dropped frames, but the capture program said i captured at 25 fps again. And on playback this time i got only about 13 fps.
What is the problem? should i use different drivers, or should i use a different os? I was capturing in 1/4 Reslution (388 X 200 or something like this) in YUV2. Using different codecs or no compression. What should I do?

I have a WinTV PCI too but I run with WinMe. What software do you use for your video capture?
