Gaming Working PC/1000-1400 budget

Hi guys, I will be building a pc around 10 December (next month) but I dont know much about tech so please help.

My budget is around 1000-1400. No monitor, OS, keyboard, mouse and etc are needed.

****I want to focus on cost-efficiency and best value of what I will get for my new PC****

I will be using it for online MMORPG games like Final fantasy 14, Raiderz, Tera and Guildwars 2, and I want to be able to max these games and handle future MMORPG games as well.

Software for work: Microsoft office, SPSS, and maybe Web easy professional (Want to learn how to create a website).

What I think might be good for this build are I5 3570k + 7970 ghz edition, but really depend on what you think is best (value).

For storage, if the price of 2TB is not very different from 1 TB I think I will take it.

By the way 7970 Ghz edition is not available in Thailand yet T_T, but I hope it comes out soon. But just in case, is there any other best value alternatives? Should I get just get the non-ghz edition instead?

Not yet in Thailand (but may be soon). I am thinking about buying one from Newegg but the guy who will build my PC said I will have to claim for the warranty by myself if the GPU is broken, and I don't know how to deal with the warranty things, so I am kinda want to buy from the local shop instead because it will cost time and money to ship back and forth to Newegg.

I believe prices are cheaper and parts are more update in Australia, so if it were me I would buy the parts there.

You'll need to contact the manufacturer for the specific part about the warranty though, but I'm sure it'll work. You'll be paying for shipping.

Not necessarily cheaper, prices are inflated quite a bit more down south (Typically we pay around 15% more for graphics cards, the Matrix 7970 for example is 689 here, and even a reference 670 from galaxy is like $400.
