Specs follows

AMD 8120 @4.0Ghz
Asus Formula Motherboard
Creative Recon sound card
Asus Geforce GTX680 DirectCU II Top Edition x1 ( Nvidia Drivers 306.02)
G.Skill 16GB (2133Mhz)
Kingston 120GB SSD Read 555MB/s, Write 510MB/s RAID 0
Corsair AX-1200

With a Coolmaster HAF 932 and H-80 Corsair CPU cooler

I'm completely at a loss as to why at 1920x1080 on Extreme preset in game I would be getting 35-40fps and 20-30fps while driving around usually.

Real advice would be more than welcome at the moment because I shake my head when I see a way lower spec system doing better via youtube links haha!!

Nvidia released 306.02 is latest beta that I know anyway
Kingston Firmware is updated also

Your CPU is bottlenecking, but also Sleeping Dogs is unoptimized. My 965 and 7950 got around 40-60. I finished the game and won't be reinstalling it so I don't know the FPS from my new system.

I went for the cheap(er) Intel option (which is what I upgraded to from my 965) a Core i5 3470 and a Gigabyte H77M-D3H but I'd just disable some cores of that FX and OC the rest. There are guides for this. That will boost speed. Gaming wise though, the FX is slow.
