Is my new rig supposed to be acting this badly?

Hello friends!
I recently purchased and built a new computer system, and it doesn't appear to be working as well as I'd hoped. Actually it's performing really terribly. Here are the specs:
Sapphire 7970 OC 3GB GPU
i5 3570K @ 3.4GHz
850W Silverstone Strider 80PLUS gold PSU
2x4GB Kingston HyperX 1600 DDR3 RAM
Corsair C70 Case
Windows 7 Ultimate x64

This is not supposed to happen, right? I should be able to get Guild Wars 2 to above 30fps, shouldn't I? I have downloaded the AMD detect-and-install driver software and it says everything is up to date. I am only getting in the 700s on Novabench.
Please, help me out.

Also, I have an Asrock extreme6 Motherboard, it has a function called Dr. Debug which displays a number on a little LED on the motherboard, right now it is displaying "64" which according to the manual means:
"CPU DXE initialization (CPU module specific)"
Does this mean anything to anyone?
